Doing good work - helping people that are sick. Employees generally care about their work. Innovative for a government agency. Great pension (defined benefit). Genuine culture improvements (employee engagement initiatives). Keeps getting better (year over year).

It's government, so a lot of wasted effort due to bureaucracy, compliance, and general lack of accountability Some employees have a sense of entitlement. High turnover makes it hard to accomplish work in progress.
