Management needs to be aware that in a certain program, a group of people have come together in an unofficial group (well, that's the best way I can describe them). Their group members are above mistakes. Or their mistakes are watered down or mean nothing. But when someone outside the group does something close, it is blown out of proportion. They judge, criticise, and pick on others, even when it's unnecessary. The ideas/suggestions they bring forth are sacrosanct and must be followed. It's usually not in their nature to consider others' points of view. They are powerful and perhaps have the loudest voice. At least that is how they perceive themselves. And when management takes the time to train everyone on a "respectful workplace", it is as if everything said in such training doesn't mean a thing to them. They make the job tough for people outside their clique.
